Steering coupler onto steering box roll pin (1979 D200)

I'm feeling like an idiot but I'm having a heck of a time driving this roll pin through for the lower column joint. I noticed that the roll pin wasn't driven all the way through, and I've tried to drive in the pin to secure the joint but it feels like it hits solid. It makes sense that the pin should be driven through where it's scalloped on the splined shaft but I'm getting nowhere. Looking through the hole for the pin I can't seem to get a clear shot. Thoughts?

Its my guess that box is a replacement that hasn't been fashioned for a pin. I would use a round file to deepen the groove on the shaft to accept the pin once its properly oriented to get the correct steering wheel position. Not to be taken as fact but rather as a suggested solution.
