Hey Mark, try searching eBay or check with a local Cummins dealer - they sometimes have old factory manuals laying around.

Not a service manual, but Faxon Literature has Owner manuals in print - - - - - > 1999 Dodge Ram Cummins Turbo Diesel Pickup Truck Original Owner Manual

Hey Mark, I was able to get a two volume set of the complete factory service manual for a 1970 Dodge truck from Faxon Literature on EBay. Reasonable price, too. Best of luck!
