Speedometer installation

Hello everyone! So I am in the process of getting all my gauges in working order and I came across a potential issue. My Speedo cable was broken, and while disassembling my gauge from the cluster I noticed that when the gauge mounting screws are fully inserted where the red arrow is placed in the picture, it doesn’t allow the wheel on the underside to spin freely. When I have the screws out, it will spin all day long and seems to function normally, but I just am not sure if that’s correct or not. I’m hoping someone might have the information I need, any help would be appreciated, thanks!

I’m assuming that has to be the issue as well, probably improper installation before I got ahold of the truck!
 
There is a little bracket in between the wheel and the input housing for the Speedo cable as well that will spin freely once the screws are backed out, I’m assuming that should spin also. If the screws are all the way in it hits the brackets and the cable won’t move freely then either.
 
Unless you've owned the truck from day 1, hard telling what some previous owner has done to it over the years. Previous owner had the speedo out for some reason, lost the original mounting screws, put it back in with whatever he had laying around, and then wondered why it wouldn't work anymore. :banghead:
