repairing stainless jacket fuel lines

What is the best way to cut and repair stainless steel jacketed plastic fuel lines? Need to replace the fuel line on my 93 Dakota. The metal lines have rusted away to the point that no decent metal for reattachment. Is there any justafyable reason to put these line back at the factory location of between the cab and frame? I am planing on putting them on the inside of frame rail.
 
6 hours later after removing drivers seat, lifting carpet and cut a hole in the floor to restrain a cab mounting bolt cam, jacking one side of the cab off the frame the fuel lines have finally been removed. This has by no means restored my faith in automotive engineering needless to say the new lines will not be routed on top of the frame rail.
