No air from floor vent. Blows out defrost and dash

My feet are freezing. My Dakota will switch modes between defrost and dash vent but won't blow out floor. When it does change modes it's noisy. How far do I have to get into it to find out? tmm

Acuator bad. Vacuum line is off or floor damper/door is stuck.

usually a hole in the vac line in the engine compartment.
