Ok folks. Typical horn not working
All tests with key forward
Grounded the black wire under horn pad-nothing
Tested horn directly to battery-worked
Tested horn relay by battery-works/clicks
And when applying power directly to relay it clicks and horn sounds.
So- it definitely between the column to relay. Where is a good place to go next to check?

That black wire and the fuse box. The horn is the ground and the relay power. I take it the turn signals and brake lights work? If not check the steering column ground also.

Turn signals and brakes work
Here’s the deal
Everything from relay forward checks hood relay clicks
Horn blows
With relay disconnected fuse is fine
With relay connected fuse immediately blows
So short In The power wire to relay?
Guessing it goes to bulkhead. And inside cab? Just straight to fuse box?

I would check the horn ring under the steering wheel. Sounds like a loose wire or some bad insulation.

If the fuse for the relay blows when you put one in, the power wire is shorted. You will have to trace it back to the fuse box and look for the short
