That looks like a country specific VIN.
Our vehicles over here when imported from other countries receive a new VIN in line with our national sequence.
My A100 contains part of the USA issued original VIN plus some additional characters.
17 characters is in line with what we get here - I suggest that the first 9 characters are country specific, and the last 8 are from the original VIN as issued in USA by the factory.
Try tracking the truck through the last 8 digits.
