1977 W150 water in fuel tank

I had the gas tank out of this truck about 4 years ago, cleaned the crud/water out of it and now it seems to have water in it again. It is a behind the seat tank, a locking gas cap that seems to fit pretty tight to the filler neck. It is only used as a plow truck in the winter & sits 99% of the time in the summer. Is it just my tank that does this or have others had this problem? Thanks!
 
In fact, long time no use could be the cause...
When the vehicle is sitting for a very long time outside, the tank willl "breathe" with every day / night temperature and air pressure change.
Especially when the tank is close to empty the humidity of warm air will find plenty of cold metal surface inside the tank to condensate...
So the easiest way of avoiding it, would be to keep the tank full, when not in use. Less water, less rust and crud.
You might also check the ventilation system. If the charcoal canister is still in use, have a look inside if it´s wet...
